London Inn Square Traffic Changes

By the time this newsletter goes out, New North Road should have been closed to southbound traffic between the junction with Longbrook Street and High Street/Sidwell Street (by the new John Lewis store).

In advance of this, signage will have been put in place at Cowley Bridge Road directing through traffic and traffic heading to the city centre to use Bonhay Road/Exe Bridges/Western Way. It is anticipated that local traffic will divert onto other routes such as Blackall Road, Longbrook Street and York Road.

Once New North Road is closed an archaeological investigation will be carried out above the underground passages to ascertain the depth of the top of the passages below the paving.

Traffic orders to restrict access to Sidwell Street between Paris Street and Cheeke Street will be enacted in June/early July, as soon as the Department for Transport have approved the required signage.

Keith Owen says: ‘I will ensure that the knock-on effects of these changes on traffic in St James are closely monitored, as promised by the County Council, and that whatever steps possible are taken to lessen the impact of them. I hope that the fears expressed by both myself and other residents of St James prove to have been overstated. Only time will tell.’

Your Neighbourhood Plan – Come to the Forum’s Open Day

As mentioned in our previous newsletter, the next meeting of the Exeter St James Forum will take place at St Sidwell’s School in York Road on Saturday 9th June between 2 pm and 5 pm. The afternoon will comprise the Forum’s first AGM, plus an ‘Open Day’ to present and discuss the first draft of the St James Neighbourhood Plan.

Whilst a number of members of the Forum have been working very hard on the draft plan, it is being done for the benefit of the whole community. We would therefore urge all residents to actively engage in this and let the Forum have your views at this meeting. Refreshments will be provided.

In the meantime, the Forum has applied to Exeter City Council for the area of St James ward to be the designated area for the neighbourhood plan. The deadline for the consultation period on this is 25th June 2012.

St James “Have Your Say” Meeting

There is a ‘Have your say’ (formerly PACT) meeting will be held at St Sidwell’s School in York Road on Tuesday 26th June between 6.30 pm and 8.30 pm.

The meeting will give local residents a chance to raise issues with local police officers, councillors and representatives of the university. Do come along and have your say.

Drains/Gullies in St James

During the recent election campaign, Keith Owen was asked by a resident of Edgerton Park Road for help in getting action to tackle a blocked drain (or gully as councils tend to call them). The problem was caused by muddy water running down from nearby building work during the heavy rain in April. Devon County Council responded quickly to Keith’s request, so hopefully this problem will not reoccur.

More recently we have also contacted the County Council about blocked drains at the junctions of Thornton Hill/Highcross Road and York Road/Pennsylvannia Road.

First “Get Baking” Event 2012

On 13th May Hillside Avenue hosted a hugely successful tea party attended by an estimated 120 adults and children. They feasted on 50 home made cakes and delights and were blessed with glorious weather.

The afternoon included a Junior Master Baker Competition with the 15 children taking part producing entries of a very high standard. (Thanks to Thornton Hill & West Avenue Residents’ Association for this information.)

CLG Inquiry into Park Homes

The Communities and Local Government (CLG) Committee were asked by the Government to examine the need for change to current Legislation in relation to Mobile Park Homes and Park Sites. This follows pressure from various sources including participants of the Justice Campaign.

In order to gather information and evidence, the Committee asked for submissions from interested parties including MPs, local Cllrs, Local Authorities, resident associations and residents living in park homes.

Cllr Heather Morris sits on the Scrutiny Community Committee and asked Cllr Rob Hannaford for a submission on behalf Exeter City Council. Evidence has since been submitted by Cllr Morris, Ben Bradshaw MP, Exeter City Council, and the Exonia Park Residents Association.

Heather said, “Changes are happening locally and nationally. Our 2nd Park Home Forum meeting recently took place with the chair of NAPHR attending. We are inviting someone to speak on Residential Property Tribunals to our next meeting. So much has happened since Exonia Park residents stood outside the Civic Centre and took part in the Justice Campaign and that’s good news for all Park Home owners.”

Beyond the 20mph Limit?

For the past year, Cllr Paul Bull has heard your comments about speeding throughout Cowick – especially in Bowhay Lane and Barley Lane. He feels disappointed that the traffic calming measures outside Sylvan Heights are not working. Traffic still exceeds the 20mph limit – and yes, despite what you might have heard, this limit IS enforceable.

Paul watched and monitored traffic on two separate occasions. “Of the  50 vehicles I observed, only 5 adhered to the 20mph speed limit and over 10% of vehicles were travelling twice as fast as they should be”.

Paul and Heather care passionately about speeding in their ward because slowing down CAN save lives.

Cllr Bull has recently been elected to serve on the HATOC Committee  (Highways & Traffic Orders Committee) and is looking to address many challenging issues like speeding and signage.

Exe Bridge Retail Park “Update”

Cllr Heather Morris and Cllr Paul Bull have received numerous complaints regarding Exe Bridge Retail Park car park. The two main concerns have been the parking restrictions and the unclear signage situated at the new exit.

Heather has been looking into the parking restrictions and has now received written clarification that customers using the Retail Park  car park are permitted to leave the Retail site providing customers adhere to the rest of the terms and conditions.

Following complaints regarding cars making illegal right turns and buses causing tailbacks at the new exit, Paul has asked Devon County  Council to make the current signage clearer and Stagecoach have agreed to monitor the situation.

Community Grants Scheme Continues in Cowick

Community Groups in Cowick are once again being encouraged to apply for Community Grants.

Ward Grants up to £300 and City Grants up to £3000 are now available.

Last year Cllr Morris & Cllr Bull approved several Community Group applications and welcome the continuation of the funding.

Cllr Paul Bull said, “Both Cllr Morris and I thought very carefully before agreeing applications in Cowick, and agreed to support an artist visiting Bowhill School, along with funding for AGE UK’s ‘Men in Sheds’ initiative.”

Cllr Heather Morris said, “It’d be great to have more applications from Community Groups particularly in Cowick. Interested  groups or individuals should discuss the idea first with either Cllr Bull or Cllr Morris, and then either log onto  www.exeter.gov.uk/communitygrants or telephone 01392 265891 for an application form.”

Riverside Leisure Centre “Under the Spotlight”

Following complaints from users of the Riverside Leisure Centre, Cllr Morris recently took residents concerns to Exeter City Council.

Cllr Heather Morris said, “Exeter City Council own many Leisure Centres in Exeter, but the Centres are managed by Parkwood Leisure on behalf of ECC. Whilst Exeter City Council do not run the Centres, we believe that customers deserve value for money and we expect high standards from Parkwood Leisure. This is why I brought my concerns to the attention of the Scrutiny Committee”

Several meetings have now taken place between Exeter City Council and Parkwood Leisure and Cllr Morris now sits on the newly formed Working Group currently looking into all aspects of the service provided by Parkwood Leisure.

Heather reiterated, “I am delighted that Parkwood have taken on board a lot of the concerns that we have raised with them, and I am pleased to see that improvements have already been made within the Riverside, and I look forward to the further improvements being made over the next 12 months.”

Cllr Paul Bull added, “Our Leisure Centres are used by both residents and visitors to our beautiful City and therefore it is essential that the Centres are managed and maintained to the same standard that we would expect of any of our facilities.”

Pavement Parking in Cowick

Do you park on the pavement?

Are you aware of the Exeter Act?

Except for specific exemptions like Sussex Close and Wiltshire Close where there are special signs, under the Exeter Act you are not meant to park on the pavement. This law prevents pavement parking which can block passage for wheelchair users, others with mobility difficulties and parents with buggies, as well as causing damage to both the pavement and utilities below. There are some issues to do with city-wide signage that Devon County Council, as a Highways Agency, need to resolve but it is the intention for Civil Enforcement Officers to issue penalty notices from the autumn.

On a recent ward walk, Cllr Paul Bull noticed a possible flaw – people parking their cars over a dropped kerb access to their own driveway. Investigations have revealed that parking here will not lead to a fine.

Isleworth Road Bus Stop

Cllr Paul Bull saw the following message from a Cowick resident on Twitter: “the junction on to buddle lane also needs improving. P bus took 10 mins to cross that Junction yesterday morn!”

A site visit by Paul showed that one of the problems was that buses were unable to stop at the bus stops at the bottom of Isleworth Road in either direction due to cars parking there.

There is apparently an error in the current edition of the Highway Code as rule 240 which lists where motorists must not stop leaves out bus stops.

However, paragraph 243  of the Highway Code does list places where you should not stop or park, including at or near a bus stop.

Despite this, cars were often parked at the Isleworth Road bus stops for some considerable time.

This meant that buses had to stop in the middle of Isleworth Road, not only inconveniencing passengers [especially those with mobility problems], but causing traffic to tail back and block the yellow box junction on Buddle Lane.

Paul contacted Devon County Council, the local authority responsible for all Highways issues in Exeter.

“I managed to get them to agree to install ‘bus cages’ – that’s painted bus bays to you and me,” said Cllr Bull. “They’ve now been painted and it’s working well. It means that now buses can pull in close to the kerb, allowing passengers easy access on and off the P bus, while still allowing other traffic free passage up and down Isleworth Road.”

Once special signs are erected at these stops, it will be possible for Civil Parking Enforcement Officers to issue penalty charge notices for illegal parking if motorists leave their cars parked at these bus stops.

Eliot Wright: Election Thank You Message

Thank you all the people who voted for me in the recent election. We all know that in Topsham the Conservative Party currently have a hold on this ward. But there are any people in Topsham (including Southbrook and the ever-growing Rydons) who appreciate that the social values and experience of the Labour Party reflect their own view about what makes a successful community. I was pleased to be able to represent them on the ballot paper and to give them a credible alternative to the Tories.

I shall work throughout the year in my own community to implement our principles of equality and social justice and will be pleased to stand again in future elections, determined to erode the Tory majority year on year.

Exeter Deaf Academy Hopes for Whipton Site

Exeter Royal Academy for Deaf Education is hoping to move from it’s current location on Topsham Road to a new home on the site of the old St Lukes school, after securing an agreement with the County Council to buy the land. Following a successful event last year, the Academy held a second community event at St Nicholas Catholic Primary School on 2nd March for local residents to see the latest design for the scheme.

Cllrs Tony Wardle and Pete Edwards attended the event to see the plans and to hear from residents about their thoughts and concerns. Tony Wardle commented; “I’m very excited by these proposals; it’s great to know this site will continue to be used for education”.

Concerns remain about the playing field, which Devon County Council recently put up for sale. Cllr Edwards said; “The playing field is one of the only open spaces on the estate and I would like to see it protected for the benefit of the community. I will be pressing the County Council to recognise the importance of this space and put all the options back on the table.”

Leypark Road Homes Progress

Last year we reported that planning permission had been secured for nine affordable homes on Leypark Road. We are now pleased to report that work is due to begin on site by the end of March. Housing association Sovereign will be delivering the eco-friendly houses, which will be provided to people over 55 to free up much-needed family homes in the city.

Welcoming the development, Tony Wardle said; “This is great news for older residents looking to downsize; these homes will be modern and very energy efficient. I’m proud that this Labour-run City Council is committed to providing more truly affordable housing, especially since market rents are among the highest in the region”.

Graffiti – PCSO Justin Willis has reported that police area aware of an ongoing problem with graffiti, particularly around Hamlin Lane and the playing fields. The City Council graffiti-removal operatives have been
informed. If you witness graffiti or any other anti-social behaviour, please call police on the non-emergency number 101. In case of emergency you should call 999.

Internal Redecoration Programme Update – Blocks of flats around the ward have been having their communal staircases redecorated. Flats in Hamlin Gardens and Headland Crescent are now complete, and work is ongoing to flats in Lloyds Crescent and Hillyfield Road. Brookway and Thornberry Avenue are also due to be redecorated this year. The full programme of work for 2012/13 has not yet been finalised but residents will be kept informed of plans.

Community Diamond Jubilee Flower Planting Project – Cllr Olwen Foggin has provided money from her locality budget for the planting of primroses and bluebells in Vaughan Road in celebration of the Queen’s Diamond Jubilee. Planting will take place in the early autumn.

St Thomas Investing in the Community

In 2011 all of Devon’s County Councillors were given an equal one off share of the remaining capital funding from the sale of Exeter Airport to use in their local areas in addition to the normal annual allocation of community funding. St Thomas County Councillor Rob Hannaford has been working closely with the local community to ensure that the funds are put to good long term uses. As usual in the new financial year £10,000 will be again allocated to Cllr Rob Hannaford for local community projects so please come forward with your ideas and suggestions to help improve St Thomas.

So far the following grants have been made and we will update you about the remaining grants shortly.

AGE UK – £4,000 towards the new expanded centre on Cowick Street to maintain and increase the important work already being done for local people.

Bowhill School – £2,950 granted for new multi purpose climbing frame and new play area.

Exeter Scouts – £1,000 towards an £18,000 refurbishment and redevelopment of the Exeter Scouts HQ at Ashton Road Marsh Barton, to support the work of the 936 local members, that includes over 700 children and young people in and around Exeter.

St Thomas Primary School – £1,700 granted for a new classroom audio system to help improve the teaching environment.

Redhillls Community Primary School – £3,000 granted for a new covered play area, sun sails and out door play equipment.

St Andrew’s Church – £1,000 granted for new community notice board.

Emmanuel Church – £2,000 to help repair the roof area near the community centre entrance to ensure that the nursery and outdoor areas are kept safe and in use.

Exe Bridges Car Park

After a Labour Party campaign led by local Councillor Heather Morris, we are very pleased to confirm that shoppers will no longer incur parking penalties if they temporarily leave the site.

In the past local people were penalised with a parking fine if they left Exe Bridge Retail Centre to visit toilets, or use facilities such as the post office or bank in nearby Cowick Street.

We understand that the owners of the site have now changed their procedures and signage. Please let us know of any further problems.

The Former Showman Pub

Several residents have contacted Rob about the former Showman Pub on Cowick Street . Although its apparently being rented out, there is no trading activity, and the building is becoming derelict, and also a magnet for graffiti & fly posting.

Rob Hannaford is pursuing various options with City Councils Environmental Health and Building Control Departments, and we will report back in due course.

Pinces Gardens – Happy 100th Birthday

The much loved and historic Pinces Gardens are to celebrate their centenary this year. Labour led Exeter City Council are investing £55,000 to preserve the historic gate house, that in future may be put into community use, and resurfacing works to paths around the parks. Unlike the local Lib Dems who “have concerns about the cost of these projects,“ we welcome this work , especially as many older residents regularly use these paths to access the local croquet and bowling clubs.

Furthermore Rob Hannaford is also working to support new plans to put in two new sets of ornamental gates at the Waterloo Road and Cowick Barton Playing Fields entrance with some match funding. We will keep you fully updated on this project.

Riverside Leisure Centre

Labour City Councillors have been dealing with a range of problems and issues at the leisure facilities in Exeter that are managed by Parkwood Leisure. The Riverside Leisure Centre in St Thomas has been the focus of some of these concerns which have included faulty lockers and hair dryers.

Rob Hannaford said, “Together with my other Labour Councillors we are receiving problem after problem from people about Parkwood Leisure. We are looking at ways we can help deal with these issues and hopefully improve the service that people are receiving.”

St Thomas Community Grants Update

Last year Labour Led Exeter City Council set up a new community grants programme. Working with the other City Councillor for St Thomas, Cllr Rob Hannaford jointly agreed to support the following projects with the £1,500 budget:

  • Age Uk – Men In Sheds project based in Wardrew Road
  • St Thomas Methodist Church Play scheme.
  • Exeter Sea Cadets.
  • St Thomas Local History Group.
  • The Devon Carousel Project for local children.
  • Homestart family project.
  • St Thomas Business & Traders Association Christmas Lights project.

School Crossing Patrols in St Thomas

Many residents will already be aware of the Conservative-dominated County Council’s decision to make cutbacks to local school crossing patrols, including when existing crossing people retire. Late last year, without a proper consultation, existing patrols were cut to St Thomas Primary School and Montgomery School. Cllr Rob Hannaford has been in contact with local parents, school governors and teaching staff to see what can be done.

At St Thomas Primary School Rob attended a site meeting with the head teacher and senior highway officers. As a result of this he has taken the suggestions – a more defined crossing area, the loss of a few parking spaces to improve visibility, and better signage at the Sydney Road, School Road, Princes Street North Junction – to the Exeter Highways Committee for consideration.

At Montgomery School parents organised a petition to move the existing crossing site to Okehampton Road. A site meeting took place and Cllr Hannaford has backed this suggestion.

St Thomas Road & Pavement Progress

Last year we were very pleased to report that we had successfully campaigned for extra highways investment for pavements and roads in St Thomas. The places to benefit include: Alphington Road, Buller Road, Cowick Lane, Nelson Road, Church Road, Cowick Street, Redvers Road, Old Vicarage Road, Brunswick Street, Cambridge Street, Albion Street, Flowerpot Lane, Shaftesbury Road, Princes Street North and Prospect Place. During the works your local Labour Team in St Thomas have been out and about checking on progress.

Cllr Rob Hannaford said, “Its fantastic that fifteen  areas in St Thomas are being improved. However there are a few more missing from this list, such as the remainder of Maple Road and Stafford Road, and I will be pressing for these to be completed in the next financial year.”

Bowhill School Expansion

Due a chronic shortage of school places in the West Exe area Devon County Council is consulting on plans to expand Bowhill School.

The plans include the demolition of a detached extended HORSA building, and construction on the same site of a two storey building comprising multi-use hall, production kitchen, four classrooms and associated facilities, together with relocation of an existing storage shed and covered pathway.

St Thomas Local History Celebrated

Several years ago well known local historian Christine Trigger, and the St Thomas Local History Group produced, with the help of Exeter City Council, a history trail leaflet for the Cowick Street area. They were so popular that local residents called for a reprint. Cllr Rob Hannaford has given a £400 Devon County Council community grant, and a re-launch event was held at the former St Thomas Library. Free copies of the new leaflet will be available at the new temporary St Thomas Library once open. We are also very pleased to announce that work is being done to produce a similar leaflet for the Alphington Road & Pinces Square area for later this year.

 

More Residents Have Their Say

There was an excellent turnout of local residents at the latest St James ‘Have your say’ meeting at St Sidwell’s School on 14 March. They were given an opportunity to raise areas of concern with representatives from the police, Exeter University, Exeter City Council and Devon County Council. Rory Cunningham from the University addressed the issue of household waste and commented that where seagull-proof waste bags had been introduced in certain areas, they seemed to be working well. Bins left out on the pavements at incorrect times were a continuing problem, as has been mentioned by several residents to Keith Owen during his recent house to house calls.

Paul Osborne from the City Council explained about the imminent work to be done in York Road. Also raised at the meeting was the planned revamp of Queen’s Crescent. Both Rory Cunningham and PCSO Helen Harvey spoke about noise from student house parties. If you suffer from this nuisance, it is important that you let both the University and Helen know, otherwise they will think that all is quiet out there. Action can be taken to reduce the impact of these parties if the authorities know about it. Their contact details are:

PC Alex Kennedy reported that thefts from cars this year so far have been fewer than last year. Bicycle thefts are up on last year and Alex stressed the importance of noting your bike’s chassis number, to help the police return it to you if it is stolen and then recovered. The priority issues for attention over the next quarter, agreed by the meeting, were late night student anti-social behaviour, household waste issues, student welfare concerns and the work being carried out in York Road.

York Road and Other Works

Work in York Road began in early April and the County Council estimates that this will take between 6 to 8 weeks. The work includes widening the pavement on the east side of York Road, relocating the pedestrian crossing, resurfacing the road and removing the double height kerb at the junction with Acland Road, installing raisedtables to the side roads and alterations to the Sidwell Street junction to reduce congestion.

During the works the council will be undertaking trials to see whether they can plant trees within the pavement on the east side of York Road. If this proves impossible, they hope to be able to plant a couple of trees to the front of the mosque.

Following completion of the works to York Road, the County Council will enact the traffic orders to close New North Road to southbound traffic between Longbrook Street and Sidwell Street. They expect there to be some disruption to local roads following this closure as drivers alter their routes. The County Council will be monitoring the impact of the changes on traffic movements to allow significant problems to be addressed quickly.

King William Street car park will also be refurbished over the summer and the main multi-storey car park will be closed from April to September. Included in the refurbishments will be the installation of charging points for electric cars.

The council will also be implementing works to Devonshire Place over the summer/early autumn to address concerns raised by residents during the consultation period.

A public meeting is being arranged in the early summer to enable St James residents to discuss the council’s monitoring of the impact of the changes on pedestrians and traffic movements. The County Council will notify residents, businesses and other stakeholders of this meeting via the St James Forum and ‘Have your say’ meetings, posters on the street and via the local press.

Exeter St James Forum

The Forum’s meeting on 17th April was arranged to enable residents to hear about the work that been done by the various task groups on the initial stages of the neighbourhood plan. One of the aims of the plan is to create a more balanced community in St James.

The next meeting of the Forum will take place at St Sidwell’s School in York Road on Saturday 9 June between 2 pm and 4.30 pm. The afternoon will comprise the Forum’s first AGM, plus an open public event to present, discuss and ask for comments on the draft neighbourhood plan.

Keith Owen, a member of one of the task groups, says: ‘I would encourage all residents to get involved, so that the widest possible input is made to the plan. In this way, it will create a St James that everybody appreciates.’

Laburnam Road Roundabout

A year after it was expected, the work to remove the stones on the Laburnam Road roundabout has taken place. As agreed by local residents who attended the consultation events, the stones, which are now on the Wonford Playing Field, have been replaced by prickly shrubs.

Jill Owen said, “Residents were understandably wondering if this was ever going to happen and I have had to chivvy people along, in order to get some action. However, the shrubs are now in place and should provide a deterrent to any individual wishing to cause a nuisance.”

The stones should be moved later in the year to provide informal seating around the existing basketball area on the playing field.

Anti Social Behaviour

Marcel Choules has been working with local police and  Exeter City Council to address a severe problem of anti social behaviour which is causing much distress to a local family. Tenants behaving in a way which causes distress to neighbours and  in particular where this concerns young children will not be tolerated.

After numerous complaints about children and teenagers playing football in the street at Laurel Road where cars and properties have been damaged Councillor Choules has taken positive action and has requested a no ball games sign to be erected, after meetings with tenants, the local police team and the area Housing Manager.  It has been agreed that a sign will be erected in the near future.

Waste Not Want Not

The area at the back of Shakespeare Road is being handed over to Sovereign houses on 19th March so that properties, aimed at people down sizing, can be built and also the path to the hospital from Burnthouse Lane. This has been a long time coming but hopefully it will be finished in the near future.

In the meantime, the things that remained behind are now being put to good use elsewhere in Priory. The container has been moved to Countess Wear School, where it is to be used by the school children in the Forest School in the grounds. The spotlights are to go to the Phoenix Youth Centre in Ludwell Valley Park.

Preperation for Jubilee Celebration

With the Queen’s Juiblee fast approaching, progress is being made across Priory with different parties being held to celebrate. On June 2nd an event is being held at the Wonford Community Centre. There will be four Local Pubs competing in a tug of war, strong man and woman competitions, a Grand Draw, a dog show, masses of activities for children in the afternoon including the Youth Factor Final, plus a fireworks display to round it off in the evening. There will be different food and drink available all day, If you would like to help us please call the Community Police Officer Percy Giles or contact Wonford Community Centre.

Exciting ideas were discussed at the Wear United meeting with Marcel Choules and Gill Tippins, how we in Countess Wear will celebrate the Queen Diamond Jubilee. An idea which has proved popular is to get together with friends and neighbours and celebrate a true community Queen’s Diamond Jubilee Tea Party. The idea is that this will be very informal, everyone will be invited to come along and join in,  bring a picnic hamper and bubbly or chunk of cake and a cup of tea.

Also ideas to make the day special for children have been put forward and it is hoped that there will be roaming children’s entertainers and face painters. The area beside the new Children’s Playpark in King George V Playing Fields as this is accessible for all residents in Countess Wear and the Play Park will be great fun for the children. Rat Run on Chaucer Grove and Beacon Avenue

Rachel and Richard are pleased to see that the bollards at the top of Beacon Avenue into Chaucer Grove have been replaced, to try to stop the rat run. The bollards are stopping traffic from speeding, but it seems that cars and other vehicles are driving over the pavement to get round them.

Labour Candidate Rachel Lyons said, “Unfortunately people are still getting past the bollards via the pavement. We will continue to look at the situation to see if anything can be done.”

Poslole Road Resurfacing Work

Road resurfacing work is continuing in Polsloe. Ladysmith Road is on the list to be resurfaced this year.

However some of our roads are in dire need of repairs which is why Richard is pressing for Bonnington Grove and Wyndham Avenue to be done as well.

Rachel Lyons said, “Some of our roads desperately need resurfacing. I will continue to raise the issue with Devon County Council.”

Poslole Locality Budget Update

Richard is pleased to once again support the Memory Café at St James church,  a vital service for carers and dementia sufferers. Richard is happy to support the initiative by the Southern club and Age UK, to provide a luncheon club and meeting facilities for residents in the area.

Polsloe Bridge Station Refurbishment

At long last Polsloe Bridge station is being refurbished. Unfortunately there are no plans to make it more accessible to people with pushchairs or wheelchairs.

The Great Western franchise is now out for consultation. Rachel and Richard are pressing for a more frequent service on the Exmouth line and more carriages to stop the overcrowding problem.

Street Light Problems across Polsloe

We have had a number of phone calls relating to street lighting in the area.

Some lights are out and others in roads including East Avenue are on permanently.

Devon County Councillor Richard Westlake is concerned about the number of faults in street lighting in the area, and is asking for the assurance that this will be resolved.

Thurlow Road Signage Update

Thank you to all the many residents who responded to the problem at Thurlow Rd. Rachel and Richard are to petition for better signage at the top of Monks Road, with clear no entry signs. They also want to see improved signs at the Pinhoe Road end of Thurlow Road, to prevent large lorries from trying to negotiate it. They will investigate whether sat-navs could be the reason for lorries trying to use it.

Link Road Consultation

Simon Bowkett together with Saxon Spence and Moira MacDonald attended the recent consultation events about the proposed new Link Road for Exhibition Way that were held by Devon County Council at Pinhoe and St James Schools.

Now that planning approval has been given for the development of the Ibstock brickworks to provide 230 much-needed homes and a 72-bed care home for our vulnerable elderly residents, a new road is essential. Added to this development, there is additional housing proposed for the Monkerton area, and of course East Devon District Council’s development of the eastern border with the city. All of this adds up to a huge extra strain on our road infrastructure. “No road” is simply not an option.

The question for the consultation was which proposal was best for local people, trying to achieve a balance between the needs for viable transport, open and green space, and cost to the local tax payer. Four options for the road were put in front of people, each with its merits and drawbacks; and similarly there were four choices for the style of bridge needed in Exhibition Way.

Simon, Saxon and Moira talked to many people over the two days, and reported that the vast majority were entirely pragmatic about the need for the road. Exeter – despite the national gloom under this government – is a growing, prospering city. More people means more homes, but more residents will also mean more traffic. The full outcome from the consultation is expected in later in the year.

Simon Bowkett said, “The consultation events were very well attended with close to 350 people visiting over the two days. It has been very interesting to hear the views of local people as together we seek to balance the needs for homes, viable transport, and open space.”

Friends of Pinhoe Library

Saxon Spence, Simon Bowkett and former Labour councillor Val Dixon attended the recent AGM of the Friends of Pinhoe Library. Despite deep cuts to the Libraries Service that resulted in the job losses of many library staff, Pinhoe has managed to stay open with just one librarian, and with the support of the Friends.

Despite a very tough year financially, the meeting heard that the library is needed more than ever, and that both the numbers of registered users and the numbers of items borrowed were up on last year – showing just how important it is that our community retains this valuable service.

Simon Bowkett said of the scheme, “Pinhoe library is a vital community resource. More people are coming to realise the importance of local libraries and I hope Devon County Council will think again before more cuts are made to our library services.”

Stunning Youth Shelter Officially Opened

Your local Labour team of Saxon Spence, Moira MacDonald and Simon Bowkett attended the recent opening of the stunning new youth shelter in Arena Park. It has been created by a partnership between James Bond of the social enterprise Carving Community and volunteers from the local area. However to simply call it a “youth shelter” does not do justice to the unique way the piece came about. It is a truly impressive piece of work, and well worth a look.

This shelter represents hundreds of hours of valuable youth and community work, as young people and their families worked with James in shaping the project. The project has brought the community together, and together they invested their ideas, time and labour into this wonderful community resource. The project has benefited from the tireless support of Cllr Saxon Spence who was described at the opening as “the fairy godmother” of the project!

The shelter project is being followed by another commission in the park. Simon Bowkett said, “I am delighted that Carving Community has a new commission underway in the area too, and the logs we are sat on in the picture will be turned into outdoor family and community seating for the park. This is in addition to the new MUGA which is currently under construction, together they will soon become a new community focal point and play area.”

Transport in Pinhoe

The Pinhoe Labour team is taking a close look at local transport, particularly transport that can help to take more cars off our roads. Labour will be working with the County Council and with transport operators to ensure that Pinhoe gets a better service, more affordable service.

Simon Bowkett, said, “Like many city centre workers I used to drive to work in Exeter. However living in Pinhoe, and particularly so close to the station, I try to use public transport whenever I can. Yet outside of peak times, trains stop far less frequently at Pinhoe. Cost is a factor too. Public transport is fine for a single person travelling, but for couples or families, the calculation is often that driving is cheaper than the bus or train.”

Labour believes we need to find viable solutions to make using sustainable transport the best choice for local people. Pinhoe is growing fast, and the strain on our roads will increase unless more of us use public transport or other means of travel. Cycling will play a big role in this and we welcome the new Station Road foot/cycle path which is currently being constructed.

Many thanks to all of you who turned out to vote or voted by post in the recent Exeter City Council elections. They were aculmination of a year’s hard work by Exeter’s Labour councillors, candidates and volunteers. We try to get round to as many homes as possible or speak to people on the phone.

Exeter Labour Party prides itself in not just being around at election time asking for votes, but listening to residents and working hard all year round. The information and feedback we receive from you is vital in helping us address people’s concerns and problems – whether about a local niggle or a national issue.
