New Grass Cutting Scheme Agreed for Vaughan Road

Last year, due to severe budget pressures, Exeter City Council trialled a new grass cutting scheme across the city. As residents will be aware, Vaughan Road was one of the areas where cutting was significantly reduced.

In response to concerns raised by local residents, Councillor Rosie Denham successfully negotiated an interim cut ahead of the city-wide review of the scheme. That review has now taken place. Cllr Denham said; “Following feedback, I asked the City Council to return to a cutting pattern similar to the one which was previously agreed with Vaughan Road residents. I am very pleased to report that a revised scheme has now been agreed, which I hope will resolve many of residents’ concerns.”

The grass will now be cut approximately 4 times a year (subject the impact of weather on growth) across the large triangular area as well as 1 metre wide strips adjacent to existing paths and a margin of 1-2 metres wide along Vaughan Road.

Road Crossing Concerns

Residents have contacted us about the faded pedestrian crossing to the Exe Bridges shopping area from the Cowick Street entrance, we have pressed the council to get the owners to get it repainted as a matter of urgency.

In response to further lobbying about the need for a proper crossing near Western Way on Okehampton Road, Cllr Rob Hannaford will be arranging a site meeting with local residents and highway officers to see what can be done. Local street letters will be delivered to advise of the date and time nearer the time.

Planning Matters

The planning application for four flats at Okehampton Place on the former Sprint Print site , that is reduced in size and density from the previous plans , has been recommended for approval. Cllr Rob Hannaford attended the recent planning site meeting to discuss matters with Committee members and officers. He adds “ After canvassing the nearby local residents during the recent election its clear that most people want the area developed to tidy it up and stop dumping, however we must get the designs right , so there are still on going discussions between the agent and the council.”

We are pleased to report that after representations from Cllr Hannaford that the applications for an additional new house and the flat on the former Manor House site on Manor Road will be recommended for refusal. Cllr Hannaford adds “ Its high time that the owners of this site get on and actually develop this site based on the existing planning permission. Residents in the area have already had lots of disruption from the new school building works , anti-social behavior and fly tipping on the derelict area , and the access road has also just been repaired . It’s a real shame that this site could not have been developed in tandem with the school so that residents could have some peace and quiet!”

Weeds!

The first of three city wide weed spays of public highways and footpaths has now commenced , with the removal of woody weeds such as buddleia and brambles is to follow. Please continue reporting problem areas around St Thomas, such as the walkway from Buller Road to St Thomas Pleasure Grounds, so that we can liaise with the council to get problem areas done.

Uneven Pavements

Cycle Path

The safety of cyclists using the cycle path from the main gates of King George Playing Field has caused much concern as cars were regularly parked on the cycle path. This created a potentially life threatening situation, where cyclists had to leave the path on a blind corner and cycle into the path of oncoming traffic.

Cllr Gill Tippins raised this matter with Devon County Council, bollards have been installed providing a safe route across the car park.

Cllr Gill Tippins said, “The safety of the cyclists who regularly use this route was being put at risk by drivers parking their cars across the path. Hopefully the installation of these new bollards will improve the situation for local cyclists.”

New Path

The new path linking Shakespeare Road to the hospital has finally started!  It is being built along the side of 25 flats for people who are moving to smaller homes thus allowing new young growing families the chance to move into larger houses.

The Renaming of the Wonford Playing Fields

After the Jubilee Celebration, we have a new name for the Wonford Community end of the park: Queen Elizabeth II. This renaming should help to preserve the park as an open area, with no houses. The Topsham Road end is to be named after Ivy Johns, who has been described as a pillar of the Wonford community.

Lesley Robson said, “Ivy was one of the first to move into the new houses in Holly Road. Her door was always open and she soon became a Labour City Councillor and eventually a Mayor of Exeter. Throughout her life she worked tirelessly in Wonford. Ivy Close is named after her, and it is fitting that the end of the Park should also commemorate her. We shall celebrate the renaming in the autumn, with fireworks, music and a barbeque!“

Great Grants for the Community

Taking Pride in Your Community is What Makes it Strong

Cllr. Gill Tippins says, “Exciting ideas for the summer came out of a very lively meeting of the Community First Panel which has been set up to work with the community in Priory Ward.” The first Community First Project will be Community Action Week which will see residents working alongside your local councillors, local police and Exeter City Council to help make Priory area a better place to live.

A further exciting project planned for the community is working with James Bond from Carving Community. Those taking part will learn the art of working with wood, starting with a tree and create a huge stunning wood structure which will be placed in the area. This project will be mainly funded by Councillor Jill Owen’s capital funding from Devon County Council. Jill said, “I am very pleased to be able to offer this funding for what promises to be an extremely worthwhile project. The aim is to help and guide disaffected youngsters but their carving will be a permanent legacy to the community.”

Keep Kids Safe on the Roads

At a meeting of Wear United, the community group for Countess Wear, one of the main concerns was various aspects of road safety, in particular for children on the Glasshouse Lane estate.

In response to the concerns of local residents Cllrs Marcel Choules, Gill Tippins and Jill Owen  have masterminded a plan to help address this problem. They are in the process of planning a fun filled  a road safety, cycle safety event where children will be able to actively participate and learn new skills to keep them safe on the roads. The Play Area at Woodwater Lane

After the opening of the new play area in Ludwell Valley Park, some new equipment for the younger children at the Woodwater Lane end was requested. This was approved in March 2010 with £27,000 set aside to be spent. The request is now near the top of the list and the refurbishment of this area should be happening in the early autumn.

 

Heavitree Road Pyramids Crossing

Following many accidents at the pyramids crossing the highway authority are looking at repositioning this crossing in conjunction with a cycle scheme from Belmont Park to Magdalen Road. This scheme will be designed to improve pedestrian and cycle safety in the area.  A public consultation will take place hopefully in the next two months.

Cllr Roger Spackman said, “Road safety is one of the most important issues to the residents of Newtown. The safety of people crossing a busy trunk road such as Heavitree Road is just one of the hot spots around the ward we are campaigning on. The Pyramids crossing is well used by people of all ages and we welcome this consultation on how safety can be improved for residents.”

Street Lighting in Newtown

Devon County Council are to consult on a plan to introduce a new computer controlled street lighting system. This system can switch off all lights in a street or dim them.

Devon County Council propose to consult on switching off all lights between 12.30am and 05.30am. Richard Westlake has consulted with many residents in Newtown and the Community Association. Their view are quite clear. Leave the LIGHTS ON.  Your councillors support this view.

Waitrose Crossing

Your councillors have been campaigning for improved crossing facilities by  Waitrose following many complaints from pedestrians. The county council is now undertaking a safety audit of the site which should lead to a better crossing.

Cllr Richard Westlake said, “Many Newtown residents have come to us raising  concerns about the how unsafe crossing the road is at this junction. We have been applying pressure to Devon County Council for some time now and finally progress appears to being made.”

Exeter Respect Festival 2012 – All Different, All Equal

Newtown was once again privileged to host the Exeter Respect Festival in Belmont Park on the weekend of the 2nd  and 3rd of  June 2012 .  

The Respect Festival is the city’s annual celebration and promotion of diversity.  By using  performing and creative arts, the Respect Festival says no to racism and discrimination and promotes understanding and tolerance across the community. 

The festival has grown and grown since the first event in 1997, in 2009 Respect became so large it hard to move to Belmont Park and in 2011 a staggering 20,500 people attended the incredible Respect In The Park free 2-day event.

Unfortunately the weather was not as cooperative this year, as it could have been, but despite this there was still an excellent attendance. Respect In The Park featured 3 performance stages, a dedicated Children’s Area, Dance Workshops, a Healing Zone, Storytelling, Fire Service demos, a Co-operative Village, Fair Trade & local craft stalls, food, licensed bar and lots more. With a celebratory atmosphere second-to-none it has become one of the city’s biggest events!

Exwick Heights

Cllr Rachel Sutton has spent a morning ‘on the beat’ with a member of the Exeter City Council CPO Team (Civil Parking Enforcement) to assess the ongoing problems at the schools drop off and pick up times with some people parking in ways that are inconsiderate, blocking residents drives and in some cases illegal, on the double yellow lines and over the crossing point.

Most parents dropping off took care to park in sensible and safe places but despite our presence and that of the two staff outside to help children cross the road safely, there was some dangerous parking. One penalty was issued on a car parked on clearly marked double yellow lines and left for nearly ten minutes. She also chatted to a number of drivers and explained what she was doing and gave advice on alternative safe places for people to leave their cars.

Speeding Concerns

As promised at the recent Exeter Highways Committee meeting Cllr Rob Hannaford and other Labour members have requested interactive speed signs at Winchester Avenue, Gloucester Road, Lichfield Road and Exwick Villas, coupled with more enforcement work to combat the persistent speeding problems around Exwick. We have also spoken to Stagecoach to ensure that their drivers also respect the local speed limits.

Following on from the public consultations with local residents through local newsletters, the Echo, and a well attended public meeting at the Village Inn on ways to tackle parking and access problems in this part of Exwick we have been progressing the plans to put in new access and waiting changes. Cllr Rob Hannaford has reached an agreement with county Highway Officers that he will use some of his delegated community budget for the new signs , and the county council will meet the advertising costs of the public notices. 20mph or 30mph?

Olympic Torch

In May St. Leonard’s welcomed the Olympic torch on day 2 of its relay in Britain. Residents were lining Topsham Road and Holloway Street to see the flame passing by on its way to the Cathedral.

Henry noted: “I was opposite St. Leonard’s Church and it was great to see so many residents enjoying themselves on this historic occasion. There was a party atmosphere, much like the Magdalen Road Christmas Fair, and it was the busiest St. Leonard’s I have seen. These occasions bring the community together and there will no doubt be more events in the future.”

Powesland Road – Sewerage Pump Update

Residents who live on this estate have been informed by two letters of the ongoing campaign Margaret and Rob, with local residents, have been fighting for many months to achieve an agreement between Lidls, Barratts and South West Water to install a new sewerage pumping station.

We understand Lidls have now received technical approval from South West Water and following legal documentation being signed they are ready to appoint a contractor. Work could then start this summer and be completed by the autumn. This new pumping station will be connected to the public sewerage system near the estate which South West Water is responsible for. The installation by Lidls will not be adopted until after a 12 month maintenance period during which time Lidls and Barratts will be responsible for any faults.

Margaret and Rob said, “We are very pleased that negotiations have achieved progress for residents. South West Water and Lidls have been offered the opportunity to attend a public meeting organised by us but so far both have declined. This is very frustrating as residents have been denied the opportunity to ask questions about the installation and South West Water would have had the opportunity to explain and answer questions on the charges for sewerage which residents have received bills for since 1/4/12.We will continue to press for a meeting with residents.”

New Parking Regulations at Stone Lane Retail Park

Savills have now responded to a request for practical measures to deal with the noise and disturbances caused by young people gathering in this car park. New signs have been displayed which restrict the time cars can be parked after 8pm to 45 minutes. To enforce this they are using an automated number recognition camera to record times in and out of the car park by vehicles. If drivers exceed the 45 minutes allowed they will receive a fine and a penalty notice.

On the first evening the new restrictions were in place 60 young people who had gathered in the car park moved off before the time had elapsed. Margaret and Rob would like your feedback on whether residents experience an improvement in noise levels so that we can pass them onto Savills to ensure they keep this system in place. West Exe College Litter and Disturbance Issues

Mr Bennett, a resident in Wellington Road, contacted Margaret to raise the issue of the disturbance caused by a minority of West Exe college students to residents in the bungalows occupied elderly and disabled tenants. A petition was taken round to surrounding streets and an additional issue of litter being dropped on pavements and gardens by pupils was also voiced by residents.

Margaret sent a letter with the petition to the College and a meeting was then arranged with Mrs Carah (Acting Head). Several actions were agreed by the College to combat these problems and an undertaking given by them to work with students and local residents to resolve the issues. A letter was delivered to all the surrounding streets outlining these actions.

Margaret has also followed up on the areas she agreed to undertake – involving the Education Recycling Team to engage with students to change the way they dispose of rubbish, gaining the co-operation of the manager of Sainsbury’s who has offered two large rubbish containers to be used by the school. Also ensuring the local PCSO’s continue their patrols of the area and challenge students who are smoking and causing annoyance and intimidation to residents.

Mr Bennett attended the student council meeting on 21st June to discuss the subject of permits for students who leave the school at lunchtime and represent the views of local residents.

Age UK Exeter

Margaret and Rob attended the opening, by Judy Spiers, of the newly refurbished extension to the Age UK centre on Cowick Street on the 6th June. We are pleased that users of the Information and Advice Service will be able to see advisors within the same building now and the overcrowded office and resource space has been expanded into the new premises. We learnt more about the range and extent of the services offered to any resident over 50 in Exeter and continue to be very impressed with the whole range of services Age UK Exeter provides.

Community Grants 2012/2013 – Alphington Ward

Ward grants are again available to local groups to support projects or activities for the benefit of the community. There is a limit of £300 for individual groups to apply for from a total of £2000 for each ward. Councillors will make joint decisions on these applications.

Chatterbox

Cotfield Street

Margaret and Rob have campaigned on behalf of residents for resurfacing work to be done urgently as it is long overdue.

Devon County Council Highways Department have now confirmed that Cotfield Street is to be resurfaced and the cycle link from the towpath to Water Lane upgraded.

Disused Boat

Residents in the Water Lane area will be pleased to know that the disused boat docked near River Meadows is now being dismantled and will shortly be taken away to be scrapped as a result of pressure being put on the owners to remove it.

Cllr Rob Crew said, “It’s great to see such an eyesore and potential health and safety risk being removed for the benefit of both local residents and visitors alike. We know the quayside can be a busy industrial area but it is vital that we maintain a decent environment for those who live there and use the canal.”

Church Road Pedestrian Crossing

We have sent on all the emails and replies we received from residents about their views and experiences regarding the crossing by Blenheim

Road to the Neighbourhood Highway Engineer for Exeter at Devon County Council. A site meeting has taken place but the reply I have received from Devon County Council states “We have now looked at accident data which indicates that no injury collision of a nature that would support a formal controlled crossing have been recorded. The pedestrian crossing is probably in the safest location it could be for this end of Church Road being that it is afforded the best forward visibility. ”

We understand that this is not the experience of residents using this crossing and are frustrated that we have not been able to achieve the best outcome for residents – a pelican crossing. Ben Bradshaw also took up the issue and wrote to Devon County Council but has received the same response.

Devon County Council have, however, agreed to install a Vehicle Activated Sign flashing the 20mph speed limit as a practical measure to reduce the speed of vehicles approaching the crossing from the Sainsbury’s end of Church Road. They are also introducing a zonal scheme giving recommended HGV routes for different parts of the city. The Sainsbury’s link to Marsh Barton will be signed as a route to the industrial estate which will reduce heavy traffic away from Church Road.

We have also campaigned on reinstating the school crossing patrol at the Church Road crossing by the New Inn. Devon County Council have now identified that money is available to fund a lollipop person at the crossing. An article appeared in the Express & Echo on 15/6 asking for applicants, offering full training and pay. St Leonard’s Community Group Funding

Jill said, “I donated funds last year for a photography project at the Deaf Academy, which would not have gone ahead without this funding. More recently I have offered to help with the purchase of table tennis  equipment for an after school club at St Leonards Primary. So, please ask if your request is a community based one. This is public money intended to help local people.”

Mount Pleasant Health Centre Bus Stops

It has been agreed that bus shelters are to be placed on both sides of Mount Pleasant road. Richard and Rachel wish to thank the Health Centre for giving permission to encroach on their land to position a shelter.

Devon County Councillor Richard Westlake said, “The health centre is a important facility in the Polsloe area. Disabled residents have asked for more drop kerbs in the Priory Road area to access the medical centre. I have asked the Devon County Council Highway Department to review all drop kerbs in the area, and implement this during the summer.”

Polsloe Street Light Update

The problems with street lights in East Avenue and Regents Park have been sorted, and at least one lamp has been replaced. If you see any other issues with street lights please let us know, telling us the address and number of the light.

Road Resurfacing Repairs needed in Polsloe

Richard and Rachel have asked the Devon County Council Highways Department to put Ladysmith Road, Goldsmith Street, Wyndham Avenue and Bonnington Grove top of the priority list for resurfacing this year. Also Park Road and St Marks Avenue need urgent repair.

Devon County Councillor Richard Westlake said, “We have been pressing the County Council to improve our roads in Polsloe.”

Thurlow Road – No Entry Signs

Richard and Rachel are campaigning for “No Entry” signs to be painted on Thurlow road at the junction with Monks Road. Cars and vans are continually driving the wrong way turning left towards Pinhoe Road.

Exeter City Councillor Rachel Lyons said, “Action needs to be taken soon before there is a serious accident.”

Mount Pleasant Junction

There will be a review of the junction following the planning approval of London Inn square and possible rat running of traffic via Mount Pleasant. We should know the result in the next few weeks.

Cllr Rachel Lyons said, “I have always been concerned about pedestrian safety at this major junction. Action is needed if more traffic is routed along Mount Pleasant road.”

We will report to you any safety improvements that are proposed for this junction.
