Investing in the Exwick Community

In 2011 all of Devon’s County Councillors were given an equal one off  share of the remaining capital funding from the sale of Exeter Airport to use in their local areas in addition to the normal annual allocation of community funding. Exwick’s County Councillor Rob Hannaford has been working closely with the local Exwick Labour team Cllr Ollie Pearson, Cllr Rachel Sutton and Cllr Phil Bialyk to ensure that the funds are put to good long term uses. As usual in the new financial year £10,000 will be again allocated to Cllr Rob Hannaford for local community projects so please come forward with your ideas and suggestions to help improve Exwick.

So far the following grants have been made and we will update you about the remaining grants shortly.

Exwick Parish Hall – £2,000 granted for the community garden refurbishment that includes an allotment area, sensory garden and raised beds.

Exeter Scouts – £1,000 towards an £18,000 refurbishment and redevelopment of the Exeter Scouts HQ at Ashton Road Marsh Barton , to support the work of the 936 local  members, that includes over 700 children and young people in and around Exeter.

Exwick Heights Primary School – £3,000 granted for a new outdoor play area, raised garden beds and a new covered play ground area.

AGE UK – £4,000 towards the new expanded centre on Cowick Street to maintain and increase the important work already being done for local people.

Redhillls Community Primary School – £3,000 granted for a new covered play area, sun sails and out door play equipment.

Bowhill School – £2,950 granted for new multi purpose climbing frame and new play area.

Emmanuel Church – £2,000 to help repair roof area near the community centre entrance to ensure that the nursery and outdoor areas are kept safe and in use.

Exwick Road and Pavement Repairs Update

Last autumn we were very pleased to report that we had successfully campaigned and secured extra additional highways investment for pavements and roads in Exwick.  The places to benefit include  Isleworth Road, St Andrews Road, Landhayes Road, Barley Lane, Howard Close, Liffey Rise, Guinness Lane, Peterborough Road, Chester Close, Palmerston Drive, Rowan Way, Wellpark Close, Holne Court and Station Road.

During the works you local Labour Team in Exwick have been out and about progress checking the work.

Labour candidate Ollie Pearson said, “Its fantastic that fourteen areas in Exwick are being improved. However with that said there are a few more missing in Exwick on this list, so lets hope that they can get done in the next financial year. Please keep letting us know if you would like an update on your local area or would like to report any new problems.”

 

Exwick Lane Planning Application

As advertised locally and reported in the Echo ten luxury homes could be built on the site of the former Exeter headquarters of Guide Dogs for the Blind. A planning application has been lodged which would see a mix of single and two-storey homes in Exwick Lane.

Cllr Rob Hannaford has attended each of the relevant Planning Committee Meetings to raise concerns and said, “The development would be contrary to the local development plan for the area, and could set a precedent for over development in the adjacent fields.”

Labour candidate Ollie Pearson stated, “I will also be opposing this application. It is just too close to Exwick Heights Primary School. It would generate much more traffic along this section of Exwick Lane, which is already heavily used by parents and pupils, and which the County Council pedestrianized. Exwick needs more community facilities and services before any more residential developments are built, as we need to catch up with many decades of development without infrastructure.”

Exwick Community Centre Security

Exwick Labour Councillors have supported an application by the Exwick Community Association for a Police Authority Grant through our local Community Police Team to improve security around the popular and busy centre.

If successful Cllr Rob Hannaford will also allocate a further community grant to help improve the out door area at the rear of the centre, so that its easier for toddlers and others to make full us of the space.

 

Exwick Ward News In Brief – February 2012

  • Exwick Community Centre & Shop  – We reported the seriously over flowing bottle banks.
  • Exwick Playing Fields and Flower Pot Playing Fields – Graffiti and vandalised Signage at the changing rooms and in the car park reported.
  • Antonine Crescent – Obscured 20mph sign reported for action.
  • Kestor Drive – Anti Social Behaviour , housing issues and car damage reported and being monitored.
  • Exwick Hill – After complaints from residents we have requested that the Higher Exwick Hill is replaced with one that just indicates Exwick Hill.
  • Buddle Lane – Damaged street sign reported.
  • Knowle Drive and Moorland Way – New street signs now in place.
  • Redhills – We are continuing to work with local residents and community police teams to address concerns about vandalism, antisocial behaviour, and noise issues at the bottom of Redhills, at both bus stops and around the Isleworth Road shopping area. Please keep us informed of any       further problems so that we can ensure that they are logged.
  • Gloucester Road Play Area – Following concerns from local parents and families we have requested that a safety latch is put on the main gate to prevent children running out on to the road as a matter of urgency.
  • Honeysuckle Court – Abandoned van and anti social behaviour reported for action.
  • Moorland Way – We are still pressing for action on the poor road surface.
  • Guys Hylton Allotments – Vandalism and graffiti on the walls of the factory and along the cycle track reported.
  • Exwick Villas and Exwick Road – As promised at the public meeting held at the Village Inn, we raised the on-going serious traffic, access and parking issues at the Exeter Highways Committee with officers and police, and have requested that the agreed changes are advertised.
  • Ashleigh Close – We have reported the very poor road surface. We have pressed for action to address the immediate safety defects, and sought confirmation when the road is due to be fully resurfaced.
  • Medley Court – Anti social behaviour and refuse collection issues being actioned and monitored.
  • Addison Close – Damaged Neighbourhood Watch sign reported.

Pavement Repairs on Peterborough Road

Labour County Councillor Rob Hannaford was delighted to find that the long overdue pavement repair work has started in Peterborough Road, Exwick.

Rob said, ‘There is clearly going to be some short-term disruption while the work is being done but we all know how much these repairs are needed.”

Parking Enforcement across Exwick

Cllr Rachel Sutton recently spent a morning ‘on the beat’ with a member of the Exeter City Council CPO Team (Civil Parking Enforcement).

Emma and I met up in the city centre and after she had collected her kit, a high vis jacket with an impressive array of pockets for her handheld computer, phone, radio, printer, torch and water bottle we headed off in the van for Exwick Heights School. There are ongoing problems at drop off and pick up times with some people parking in ways that are both inconsiderate, blocking residents drives and in some cases illegal, on the double yellow lines and over the crossing point. This has recently featured in the Express & Echo and the Headteacher is worried.

Most parents dropping off took care to park in sensible and safe places but despite our presence and the that of the two staff outside to help children cross the road safely there was some dangerous parking. Emma issued one Penalty Notice on a car parked on clearly marked double yellow lines and left for nearly ten minutes. She also chatted to a number of drivers and explained what she was doing and gave advice on alternative safe places for people to leave their cars.

We also looked at the top of Higher Exwick Hill and I shall be investigating if putting additional double yellow lines on the junction might deter those people who are not respecting dropped kerbs and the driveways of the houses there.

Many people thanked Emma for coming to check on the situation as did the Senior Teacher on duty and we all agreed that if everyone took a little more care and perhaps left for school a wee bit earlier there wouldn’t be such a last minutes rush.

Traffic Issues on Exwick Road and Exwick Villas

The consultations with local residents through local newsletters, the Echo, and a well attended public meeting at the Village Inn on ways to tackle parking and access problems in this part of Exwick have gone well, and at times generated a very lively debate ! Working with neighbourhood highway officers we are jointly logging all the responses, and analysing the results, before taking the matter to the next

Exeter Highways Committee on the 24th November. At the moment the agreed proposal is to secure a single yellow line along Exwick Villas , with no parking 10am to 4pm Monday to Friday, and along Exwick Road , on the opposite side, from the junction with New Valley Road and Fairhazel Drive, a single yellow line with restricted parking, e.g. no return within two hours between 10am and 4pm Monday to Friday. Temporary Home for Library

Work will soon get underway to convert the “Old Stationers” on the corner of Cecil Road and Church Road into the temporary home for St Thomas Library. The future of St Thomas Library has had a cloud hanging over it since June 2009, when the new owners of the Exe Bridges site contacted the City and County Councils, to say that they wanted to redevelop the existing site for yet more retail units, and not renew the current lease. Earlier this year negotiations for a new library on part of the Exe Bridges fell through. After many meetings, and some hard lobbying we are very pleased to have secured this temporary location, so that the huge number of library users across the West Exe have somewhere to use in the interim period. Its also very convenient for all our local primary schools, which is an added boost.

Cllr Rob Hannaford who has been working hard with local residents on this issue since the start said, “Its just a shame that this could not have been arranged before the existing library shut its doors, as I was very keen to keep continuity of service for local people. However its important to realise that this is just a temporary rather than a permanent solution. I have spoken to local library officers, and the site is just too small for a permanent library, as its such a busy facility. With that in mind I will continue to work to secure a permanent facility as a matter of urgency. I would like serious consideration to be given to the old Perriams Newsagents in Cowick Street, or the old Showman Pub. What ever future site is secured its absolutely essential that its under direct Council ownership, so that our new library is not threatened again by commercial interests, only concerned with profit margins and balance sheets, at the expense of culture and community.”

The County Council has negotiated a three year lease for the temporary site, and its hoped that building works, which include new flooring and heating will be completed by mid December 2011. Once ready the opening hours will remain the same, and the library will continue to provide events, activities and computer access.

 

Christmas Lights Comeback

Following last years great success, St Thomas Traders and Business Association are again organising Christmas Lights for Cowick Street. This will again include the very popular switch on event, with activities and entertainment that brought everyone in the community together last year.

In addition to the funds given by local businesses and other local groups, Cllr Rob Hannaford has boosted the pot with a £500 grant from his County Council Community Budget, and £150 from the City Council Community Budget for St Thomas. Cllr Rosie Denham, the City Council Portfolio Holder for Economy and Tourism has match funded this with a further £150 for an extra boost.
