Exeter is part of a two-tier local government area. Responsibility for different policies and services is split between Devon County Council and Exeter City Council.
There are 40 seats on Exeter City Council, divided between 18 wards. 14 wards are represented by two City Councillors and 4 are represented by three City Councillors. Labour currently hold 19 out of the 40 seats and are in minority control of the City Council.
Devon County Council covers all of Devon except the unitary authorities of Plymouth and Torbay. The council comprises 62 electoral divisions – 9 in Exeter and the remainder predominantly in rural areas. In Exeter the County Council electoral divisions consist of two Exeter City Council electoral wards. Labour currently hold five of the nine Exeter seats, the Lib Dems and the Tories hold two each.
Elections take place “by thirds”; City Council elections are held three years out of four, and about a third of seats are contested at each election. Elections to Devon County Council are held in the fourth year.
