Exeter Labour continues to lead Exeter City Council as the city’s largest political group, just two seats short of an overall majority following the 2026 local elections.
Phil Bialyk as Leader of the Council has appointed his new Executive, bringing together experience from public service, business, higher education, social enterprise, housing, technology and the voluntary sector. They are united by a shared commitment to delivering a greener, fairer and more inclusive Exeter for residents and communities across the city.
Ruth Williams, Deputy Leader and Portfolio Holder for Support Services and City Management:
Ruth combines practical local knowledge with over 40 years experience in higher education science, including work with the Open University and Exeter University. Known for her collaborative approach, she has supported neighbourhood services, environmental improvements and community wellbeing initiatives, helping strengthen public services and improve quality of life for communities across Exeter.
Yvonne Atkinson, Portfolio Holder for Housing and Homelessness Prevention:
Yvonne is a former Devon County Councillor and solicitor with decades of experience across local government, law centres and consultancy work supporting councils and social housing organisations. She is recognised for her detailed understanding of housing policy, practical and collaborative approach, helping improve services, support vulnerable residents and strengthen communities across Exeter.
Lucy Findlay MBE, Portfolio Holder for Culture and City Centre:
Lucy holds an MBE for services to social enterprise and brings more than 25 years’ experience in ethical business, strategic leadership, social impact and finance. She has advised government, business and organisations on sustainability, civic engagement and inclusive growth, bringing strong commercial, cultural and community leadership to Exeter and the wider region. She is Chair of the Big Issue Trust.
Susannah Patrick, Portfolio Holder for City Development:
Susannah has helped shape Exeter’s regeneration, planning and housing agenda. She brings experience from the technology, digital and creative sectors, combining organisational leadership, consultancy and business development skills with a strong focus on partnership working, sustainable growth and long term strategic planning supporting Exeter’s future development.
Liz Pole, Portfolio Holder for Climate and Ecological Change and Communities and Customer Services:
Liz combines strong community engagement with experience in the software and technology sector. Alongside supporting residents on local issues, she has chaired the Exeter City Council’s Strategic Scrutiny Committee, helping shape policy, challenge decision making and champion stronger, fairer neighbourhood services, environmental action and connected communities across Exeter.
Duncan Wood, Portfolio Holder for Leisure Services, Healthy Living and Public Realm Management:
Duncan has led investment in leisure, wellbeing and community sport facilities, including nationally recognised sustainable projects and accessibility improvements. Representing Pinhoe for more than a decade, he also brings more than 30 years’ voluntary and community sector managerial experience, including regional and national representation roles, alongside expertise in strategic governance and organisational development.
